जैसे कि व्यवसायिक कॅालेजों के छात्रों के कोइ रिश्तेदार यदि किसी बड़ी कंपनी में अच्छी पोस्ट मे हुये तो भले ही कैसी भी योग्यता हो केवल डिग्री होने के अाधार पर अच्छी कंपनी में अच्छी नौकरी लग जाती है, जुगाड़ मे अासानी होती है।  बिलकुल इसी तरह यदि अापके या अापकी पत्नी के रिश्तेदारों में किसी ने कभी किसी ऐसी संस्था में काम करने के बदले वेतन पाया हो जो कि गांधी के नाम पर चलती हो या गांधीवादी होने का प्रमाणपत्र रखती हो तो अापको गांधी होने का या गांधीवादी होने का प्रमाणपत्र मिलने अौर बेहतर सुविधायें प्राप्त करने मे अासानी होती है, यदि अाप भाग्य से ब्राम्हण जाति के हों तो समझिये कि अापकी दशों उंगलियां घी में अौर सिर कढ़ाहे में अाप खुद ही एक दुकानदार बन जाइये।  दुकानदार बनने के लिये बड़े अौर स्थापित दुकानदारों से संबद्धता लेनी होती है जो कि उन लोगों के प्रायोजित अान्दोलनों मे भाग लेने से या उनके लिये कुछ कस्टमरों का इन्तजाम कर देने से अासानी से मिल जाती है।  यदि अाप ब्राम्हण हैं अापके या अापकी पत्नी के कोई ऐसे रिश्तेदार हैं भी हैं जिन्होने कभी कुछ क्षणों के लिये गांधी जी के किसी अाश्रम मे जाकर कुछ देर बैठ लिया हो या कुछ चने चबा लिये हों या पानी पी लिया हो या दूर से ही गांधी जी की अावाज सुनने को पा लिये हों तब तो अापने अभी तक अपनी क्षमता पहचानी ही नही है अाप को तो गांधीवादियों का नेतृत्व संभालना चाहिये क्योकि जो योग्यतायें खुद गांधी जी को अपनी खुद की नैसर्गिक संतानों मे नही दिखी थीं वह योग्यतायें अापमें हैं अापको जरुरत है तो बस एक स्थापित दुकानदार से गांधी या गांधीवादी होने के प्रमाणपत्र की।

अब चूंकि दुनिया में बहुत बदलाव हो रहे है दुनिया के बाजार विकास के नाम पर अार्थिक विकास के नाम पर, अार्थिक स्वातंत्र्य के नाम पर संभ्रान्त वर्ग की विलासिता वाली चीजों को अाम लोगों की पहुच तक ला रहें हैं तो गांधीवाद के क्षेत्र में भी कुछ प्रगतिशील दुकानदार गांधी-बाजार का वैश्वीकरण करने के लिये अागे अा रहें हैं, इनमे से अधिकतर लोग हैं तो ब्राम्हण जाति के लोग किन्तु अमेरिका में बहुत सालों तक रहकर प्रगतिशीलता को जाने समझे, लोकतंत्र को समझे, जनान्दोलनों का असली मर्म समझे, अमेरिका में बैठ के वहाँ की अति उन्नत तकनीक की बनी अाम समाज को जानने समझने वाली विशेष किस्म की दूरबीनों से भारत के असली समाज को जाने अौर समझे हैं।  तो ऐसे लोगों ने पहले तो खुद तो पुराने दुकानदारों से खुद के गांधी होने के प्रमाण लिये फिर थोड़ा जुगाड़ तगाड़ कर के अपनी खुद की दुकानें जमा ली, ये नये प्रगतिशील किस्म के दुकानदार पुराने दुकानदारों से बेहतर हैं क्योकि ये लोग जाति के अाधार पर प्रमाणपत्र नहीं देते बल्कि प्रायोजित अान्दलोनों की जरुरतों के अाधार पर, या फंड के जुगाड़ के अाधार पर या मीडिया में सुर्खियां लाने मे कौन कितना सहयोगी हो सकता है इन सब की गणित के अाधार पर देतें हैं।  कुछ न्यूनतम अहर्तायें अति अावश्यक है वे यह हैं कि अापके पास धन की, संसाधनों की कमी नही होनी चाहिये यदि अाप करोड़ों का फंड लाते रहे हों तो अापकी योग्यता अौर भी बढ़ जाती है अौर अापके अन्दर सामाजिक प्रतिबद्धता, अन्दर की असली वाली ईमानदारी नही होनी चाहिये।  यही योग्यतायें अागे चल कर अापको कोई विदेशी पुरस्कार भी दिलवा सकतीं हैं जिनकी बड़ी मांग रहती है भारत में अौर भारतीय मीडिया इन पुरस्कारों में खूब हवा भी भरे रहता है।

जैसे कि कॅालेजों में लोग लाईन लगा के डिग्री लेने जाते हैं, कुछ सुनिश्चित किताबें होती हैं उनको रटते रहिये अौर डिग्रियां लेते जाईये अौर योग्य बनते जाईये।  जैसे कि अाजकल चल रही विभिन्न प्रकार की अाध्यात्मिक किस्म वाली दुकानों मे जाईये कुछ दिनों वाले शिविर कीजिये तो अाप समझदार हो जायेगें यदि अाध्यात्मिक शिक्षक होना चाहते हैं तो लगातार इन शिविरों को करते जाईये अौर शब्दों को रट कर वैसे ही दोहराते जाने की कला सीख लीजिये, लीजिये अब अाप अाम बेवकू्फ किस्म के नही रहे अाप समझदार हो चुकें हैं अौर अाध्यात्मिक शिक्षक होने का चोला पहन लीजिये, अापको बने बनाये चेले मिल जायेंगें अौर 5 हजार से 15-20 हजार रुपये हर महीने उपर से तन्खवाह ऊपर से मिलेगी (अाजकल के यही रेट चल रहे हैं, वेतनमान का कम या अधिक होना अापकी विदेशी भाषाअों मे पकड़ तथा कम्प्यूटर के ज्ञान पर निर्भर करता है)।  बिलकुल इसी प्रकार से अाप कुर्ता पायजामा पहन लीजिये, लुंगी पहनें तो अौर बढ़िया, गांधी जी टाईप धोती पहन लें तो सबसे बढ़िया, कुछ सुनिश्चित किस्म की शब्दावली का प्रयोग सदैव करते रहें जिसमे कि ग्राम स्वराज, स्वावलंबन, अहिंसा, लोकतंत्र इत्यादि किस्म की शब्दावली अौर इस लेख में बताये गये किस्म के लोगों से प्रमाणपत्र जरूर ले लें नही तो सारा किया धरा बेकार।

क्या कहा अापने कि अापकी पहुंच नही इन बड़े लोगों तक, अापके पास संसाधन नहीं; अाप चिन्ता ना करें अाप इनकी पत्नियों अौर बच्चों के पास जाकर कुछ दिन रहें अौर घरेलू कामकाज करें, बच्चों को नहलायें धुलायें, परिवार के कपड़े धोयें, घर की साफ सफाई करें अौर इन लोगों के घरों मे रहते हुये भी अपने लिये खाना या तो खुद बनायें या खुद इन्तजाम करें। क्या कहा यह भी अापके बस का नहीं तो फिर इन लोगों के दृश्य/अदृश्य प्रबंधकों के पास जायें, अौर उन लोगों को मक्खन लगायें या सेटिंग बैठायें; नहीं समझे अाप, प्रबंधक का मायने वे लोग जो धन का सारा अावागमन देखतें हैं लेखा जोखा दुरुस्त रखते हैं, यदि अापने अपनी चतुराई से इन लोगों का भी मन मोह लिया तो कम से कम छोटा टाईप के गांधी अाप हो ही जायेंगें। अाप क्या इतनी बड़ी दुकानों को चलाने वालों को हलके मे लेते हैं, पहले ही बताया गया कि कहीं चूक नहीं पूरे के पूरे प्रोफेशनलन हैं ये लोग, छोटे मोटे लोगों को तो ये लोग फूंक मार कर उड़ा देते हैं अौर उड़ने वाले को पता भी नहीं चलता, अाप चिन्ता ना करें इन लोगों के पास वेतनभोगी लोगों की पूरी फौज है जो इन लोगों के एक ईशारे मे दुनिया के किसी भी कोने मे धरना प्रदर्शन व मीडिया बाजी के लिये पूरी तैयार रहती है, जरूरत पड़ने पर अमरीका वगैराह देशों से पत्रकार लोग भी अा जाते हैं जो कि इन लोगों के ही द्वारा स्थापित लोग हैं इसलिये वे लोग गम्भीर सामाजिक मुद्दों मे कभी नही अाते किन्तु इन लोगो के छोटे से छोटे से मुद्दों को भी अंतर्राष्ट्रीय मुद्दा बताने के लिये दौड़े चले अाते हैं।

इसलिये अाप बिलकुल भी चिन्ता ना करें ये दुकानदार देखे भाले हैं, साख वाले हैं अौर हल्ला मचाना भी जानते हैं, अौर पूरे साल नये नये प्रायोजित अान्दोलनों की संभावनायें खोजने मे लगे रहते हैं, यदि संभावनायें नही मिल पाती तो जोर जबरदस्ती से भी अान्दोलनों को प्रायोजित करना जानते हैं।  इनको लाखों करोड़ो सिर्फ इन्ही बातों के लिये अाते हैं कि ये लोग अौर अधिक बलात्कार कर सकें अाम समाज की अास्थाअों के साथ उनके विश्वासों के साथ।  इन दुकानदारों का एक बहुत मजबूत तंत्र है जो कि अदृश्य रूप मे बहुत गहरे जुड़ा हुअा है अौर एक दूसरे के वेस्टेड इन्टेरेस्ट्स की केवल चिन्ता करता है।

क्या बोले अाप, कि इन लोगों के जमीनी भी काम भी हैं क्या?  नही धरती की असलियत मे तो इनके काम जमीन मे नही किन्तु ये लोग जमीनी कामों के प्रमाण खूब रखते हैं।  अापस मे ही प्रमाणों के अादान प्रदान करते हैं।  अाम लोगो के बीच एक भ्रम बनाये रखने के लिये नये नये ढोंग रचते हैं, जरूरत पड़ने पर पुरस्कारों का भी व्यापार कर लेते हैं।  फिर से याद दिलाता हूं कि पूरे प्रोफेशनल हैं, अापको इनके तंत्रों मेम चूकें बहुत कम मिलेगीं तभी तो अाम समाज की हालत बद से बदतर होती जा रही है। अाम समाज की हालत तो यह है कि विश्वास करे तो किस पर।  बेचारा भारतीय अाम समाज।

यदि ये हल्ला मचाने वाले समाज के ठेकेदार लोग सच मे ही समाज के प्रति ईमानदार होते, सच मे ही जमीन मे काम करने वाले लोग होते तो क्या गाँधी जैसे महापुरुष के नाम के साथ बलात्कार इतनी अासानी से करते जाते, जो खुद गांधी के व्यक्तित्व की गहराई की प्रारम्भिक वर्णमाला नही जानते वे लोग दूसरों को गांधी होने या ना होने का प्रमाणपत्र बांटते हैं।  यदि इतनी ही शर्म होती इन दुकानदारों मे तो अाज भारत के असली समाज की स्थिति ही कुछ अौर होती।

सोचा कि हमको तो बाजारों की भाषायें अाती नहीं, तो क्यों ना दुकानदारों मे ही कुछ लिख मारा जाये, कम से कम अपनी खुद की अक्षमता की भड़ास निकल जायेगी।

प्रस्तावना:

इसे भारत के वृहत्तर अाम समाज का दुर्भाग्य ही समझा जाये कि अब भारत में अान्दोलन भी प्रायोजित किये जाने लगे हैं, एक नया चलन (fashion) अान-लाइन अान्दोलनों अौर क्रान्तिकारिता का भी अा चुका है।  पिछले दो दशकों में प्रायोजित अान्दोलनों, खोखली क्रान्तिकारिता अौर प्रायोजित सामाजिक गतिविधियों का कार्पोरेट जगत उभर कर अाया है।  आईये कुछ मंथन करें इन्हीं मुद्दों पर अौर पता लगाने का प्रयास करें कि अाज वास्तव में हम खड़े कहाँ हैं।

जिस समाज ने कभी बुद्ध, महावीर अौर गांधी जैसे महापुरुषों का निर्माण कर दिया, जिस समयकाल में लोग जन-अान्दोलनों का तात्पर्य नही समझते थे उस समयकाल में इन लोगों ने स्वतःस्फूर्त जन अान्दोलनों को राज सत्ताअों के समानान्तर खड़ा कर दिया।  ये महापुरुष लोग ऐसा कर सके क्योंकि ये लोग जन अौर जन-अान्दोलनों का सही तात्पर्य समझते थे।  मैं नही समझता कि बुद्ध कुछ लोगो की भीड़ लेकर जाते थे राजाअों के पास अौर उनकी राजधानियों में किसी कोने में या किसी सड़क में तम्बू लगाकर अामरण अनशन का ड्रामा किया करते थे अौर प्रेस कान्फेरेन्सेस कर पाने के लिये जुगाड़ लगाते थे या रोज हल्ला मचाते थे कि राजा हिंसा बंद करो या जीवों पर दया करने का एक कानून बनाअो ताकि लोग कानून के डर के कारण दया अौर अहिंसा का पालन करें।  जिस समय Internet नही था; TV, Radio, Newspaper अौर यातायात के सुगमता भरे साधन नहीं थे; अंग्रेजी जैसी वैश्विक भाषायें नहीं थीं;  संयुक्त राष्ट्र संघ जैसी अंतराष्ट्रीय संधियां नहीं थी; डालर या पौण्ड जैसी वैश्विक मुद्रायें नहीं थीं जिनको कि स्थानीय मुद्राअों में परिवर्तित करके रहने, खाने व प्रेस कान्फेरेन्सेस का जुगाड़ किया जा सकता होता; उस समय की विषम परिस्थितियों में बुद्ध ने एशिया के बड़े भाग में एक वास्तविक जनान्दोलन खड़ा कर दिया था।  राजा लोग तो जन शक्ति के अागे झुकते चले गये थे जबकि उस समय लोकतंत्र नही था अौर राजा विवश नही होता था अपनी प्रजा के अागे झुकने के लिये।

मैं नही समझता कि गांधी जी लंदन की किसी सड़क में तम्बू लगाकर अंग्रेजों से भारत छोड़ने की मांग किये थे या रोज किसी ना किसी प्रेस कान्फेरेन्स में बोलने या किसी रेडियो में साक्षात्कार देने का जुगाड़ लगाते थे। गांधी जी ने अपनी बातों को बहुत सारे लोगो तक पहुचाने के लिये अपने पन्ने खुद छापते थे अौर खुद ही बांटते थे। वह अपने छापेखाने का प्रयोग जन-संवाद के लिये करते थे, छापे खाने में पर्चे छाप कर अान्दोलन करने का दिखावा नही करते थे।  गांधी जी के असली फंडर देश का अाम समाज था दूर-दूर से लोग बहुत सारी समस्यायें झेलकर उनके पास अपना सर्वस्व अर्पित करने के लिये पहुंचते थे।  गांधी जी भारत की जनता की सामाजिक सत्ता के केंद्र थे अौर वह किसी जुगाड़ या तिकड़म से केंद्र नहीं बने थे, वह अाम समाज के अाम व्यक्ति की ह्रदय की धड़कनों तक पहुंचे थे, अाम समाज उनको अपना प्रतिनिधि मानता था; अौर इसमे कोई संशय नही कि गांधी जी ने खुद को जीवन मूल्यों की गहराईयों तक उतारने का प्रयास निरन्तर अौर जीवन पर्यन्त किया था।

बुद्ध हों या गांधी हों या इन जैसे कोई अन्य, सभी ने स्वयम् को कठोरता से परखा, सामाजिक समाधान की प्रतिबद्धता को अपने निजी अौर पारिवारिक हानि-लाभों से बहुत उपर रखा।  जीवन मूल्यों का पालन स्वयम् में कठोरता से करते थे, दूसरों को दिखाने के लिये या महानता के प्रमाणपत्र लेने के लिये या पुरस्कारों की दौड़ में अपनी अहर्ता सुनिश्चित करने के लिये या सत्ताअों से संसाधन प्राप्त करने के लिये या फंड प्राप्त करने के लिये जीवन मूल्यों का ढोंग नहीं रचते थे।

अाज भारत में कुछ ऐसे सतही अौर खोखले लोग मौजूद हैं जो कि दूसरों को गांधी होने या ना होने के प्रमाणपत्र बांटते हैं, अब जो दूसरों को गांधी होने का प्रमाणपत्र देते रहते हों वह खुद को क्या समझते होंगे इसका अन्दाजा सहज ही लगाया जा सकता है।  अाज तो ऐसे ऐसे सतही महापुरुष हमारे बीच मौजूद हैं जो कोका-कोला, पेप्सी अादि का विरोध करने के लिये पूरे देश में प्रेस कान्फेरेन्सेस अौर प्रायोजित अान्दोलनों का ढोंग करते घूमते हैं अौर उनके अपने बच्चे उन्हीं के सामने उन्हीं के पैसों से गटागट कोक व पेप्सी पीते हैं अौर ये पैसे भी इन महापुरुषों को सामाजिक कार्यों को करने के ही बदले वेतन या मानदेय या सामाजिक सहयोग के रूप मे मिलते हैं, वह बात अलग है कि इमानदारी का ढोंग करने के लिये अकाउंट्स की लिखा पढ़ी मे क्या क्या दिखाते हों।  जो लोग अमरीका को रोज गरियातें हैं, उनको लाखों-करोड़ों का फंड ही इस अाधार पर मिलता है कि ये लोग अमरीका को गाली देकर स्वयम् को प्रगतिशील सिद्ध करते हैं, इन्ही लोगों के बच्चे पिकनिक मनाने अौर गर्मियों की छुट्टियां मनाने अमरीका जाते हैं अौर स्वयम् भी ये लोग लगभग हर साल अमरीका किसी ना किसी सामाजिक अान्दोलन का ढोंग रच कर महीना- दो महीना अमरीका विचरण करके अाते हैं।  जैसे अामिर खान अपनी फिल्म को अास्कर दिलाने के लिये लॅाबिंग करने के लिये अमरीका जाते हैं वैसे ही भारत की सामाजिक क्रियाशीलता के ठेकेदार किस्म के कथित सामाजिक महापुरुष लोग विभिन्न पुरस्कारों की लॅाबिंग के लिये या बड़े फंड की लॅाबिंग के लिये किसी ना किसी बहाने से अमरीका जाते रहते हैं अौर अमरीका को गरियाते भी रहते हैं अौर अमरीका के ही लोगों से अमरीका को गरियाने के प्रायोजित अान्दोलनों को अायोजित करने के लिये फंड लाते हैं भले ही कागजी लिखा पढ़ी मे स्थानीय सामाजिक सहयोग दिखाया जाता हो। अब पता नही कौन सा स्थानीय समाज भारत मे है जिसके लिये अपने रोज की बड़ी बड़ी समस्याअों से अधिक महत्वपूर्ण अमरीका को गरियाने की प्रगतिशीलता समझना है।  वही लोग जो कि लाखों-करोड़ों रुपये हर साल प्रायोजित अान्दोलनों को खड़ा करने के लिये, मीडिया की सुर्खियों मे बने रहने के लिये खर्चते हैं अौर कागजी लिखा पढ़ी में इस धन का अागमन जन सहयोग दिखाते हैं जबकि इन्हीं लोगों को छोटे छोटे शिक्षा के केन्द्रों को चलाने के लिये एक चवन्नी भी अमरीका से मगांनी पड़ती है, स्थितियाँ तो यहा तक हैं कि इन लोगो के प्रायोजित अान्दोलनों मे हल्ला मचाने के लिये या शुरुवाती भीड़ के लोग इन्ही लोगों के वेतनभोगी लोग होते है जिनका वेतन भी भारत के बाहर से अाता है।  अब पता नहीं भारत का ऐसा कौन सा बेवकूफ समाज है जो कि अपने बच्चों के लिये चल रहे छोटे-छोटे शिक्षा केंद्रों जिनका कि खर्च लगभग नगण्य होता है का खर्चा नही उठाता जबकि जिन प्रायोजित अान्दोलनों से अाम समाज का कोई सीधा लेना देना नहीं होता उनके लिये लाखों-करोड़ों का इन्तजाम कर देता है।  यदि ऐसा समाज भारत के किसी कोने मे सच मे अस्तित्व में है तो सत् सत् नमन् ऐसे विशिष्ट बुद्धिजीवी समाज को जो कि लोगों को हर सप्ताह या महीना हवाई यात्रायें करने का, महंगे सभागारों मे अभिजात्यीय मीटिंग्स करने का, प्रेस कान्फेरेन्सेस करने का, महंगी कार्यशालाअों को करने का, महंगी रिपोर्ट्स छापने का अनाप सनाप खर्चा दे देता है किन्तु वास्तविक विकास के कार्यों के लिये सहयोग नहीं करता है।  भारत की कुल जनसंख्या का कितना प्रतिशत लोग वास्तव में इन मीटिंग्स का, इन रिपोर्ट्स का, इन कान्फेरेन्सेस का मतलब समझता है या खुद को इनका हिस्सा मानता है या इनके हवाई मुद्दों को स्वयम् से जुड़ा मानता है या अपने खुद के मुद्दे मानता है।  अाम अादमी को जबरदस्ती मुद्दे रटाये जाते हैं ताकि प्रायोजित अान्दोलनों को जनान्दोलनों के रूप में परोसा जा सके ताकि थोड़ा हंगामा खड़ा किया जा सके, कुछ दिनों के लिये मीडिया की सुर्खियाँ बना जा सके अौर यदि जुगाड़ लग जाये सेटिंग बन जाये तो किसी पुरस्कार को ही हासिल कर लिया जाये या राजनैतिक सत्ता का ही भोग कर लिया जाये।

चलिये यदि मान भी लिया जाये कि इन कथित महापुरुषों को इनकी प्रायोजित चीजों को सहयोग देने वाला अाम समाज कहीं किसी कोने मे अदृश्य रूप में सच मे ही है तो इन कथित महापुरुषों की अपनी जिम्मेदारी क्या बनती है कि सामाजिक विश्वास अौर संसाधनों को वास्तविक अौर प्रोडक्टिव कार्यों में प्रयोग किया जाये या स्वयम् के अहंकारों के पोषण मे किया जाये।  कहीं से किसी भी  प्रकार के भोग का अवसर मिल जाये अब यही सामाजिक मूल्य हैं अौर जीवन मूल्य भी।

Electoral Politics   Or   Live Sources for Self-Motivations of Masses

For the past 20 years more or less, I have been in touch (active or passive), have been working or have worked with various known Social Personalities, Media Celebrities of Social Activism in India, Known/Unknown Ground Activists, International Awardees, Mainstream Political Persons, RTI/RTF/RTE/ NREGA Activists, Activists of Gandhi’s Ideology, Organizations of Gandhi’s Ideology, Groups/Individuals of Ideology of Violence and others in India. Generally for the past one decade, I have been spending an average 6 months or more per year in remote areas of different regions. I try to spend a minimum 1 to 2 months in a region continuously being active with local people. By doing this I get opportunities to understand various types of persons, their views, their understandings, their problems and their reactions to ongoing systems. I feel that there are different layers of worlds in India and they are not mutually related, are not mutually understood and are not known to others. I feel India needs fundamental changes in various systems with ground understandings of society and her segments. I feel that without completing the basics, actions such as running in Parliamentary Elections cannot be tools for the changes India needs. India needs to understand why have her political systems been moving towards failures? Until the fundamental causes of failures will not be explored, India cannot move towards changes or transformation.  Social changes or Transformations always need lot of works,  sacrifices of Individual Identities and egos, also cannot be done with shortcuts. It is like planting a tree; the tree needs care, water, sunlight, soil, nutrients and time then it starts to give fruits. India needs to understand the holes in her Electoral, Political, Executional, Judiciary, Media and Constitutional systems. The changes need self-motivated movements from the masses of India and the masses can be motivated only by live sources of motivations. Live sources of motivations cannot be generated by Media. Even a responsible and social accountable media cannot generate live sources, the media can only support to strengthen live sources. Individuals, who project themselves in Media as representatives or sources of motivations for changes/transformations in India, should be analyzed carefully not being biased and above of vested interests. India needs fundamental changes in her social, economical and political systems. These changes should not be made or projected by markets or corporate bodies. Currency should not be the base of economy. After political independence from Britain India always needed/ needs/will need to form an economy based on villages and basic structures of Indian society. India continued to use British execution systems and has been using, which were made to rule on India. Because of these major mistakes major percentages of common India do not enjoy freedom or independence. Changes were made to show Sovereignty of India but basics of systems were not changed. Efforts were made for political powers in name of Independence. It was pre-assumed that with political powers everything will be changed and India will be better for all, but it never happened. In India people still think that only political powers can make fundamental changes thus they do not make efforts or explore possibilities other than electoral politics.  Since independence India could not form better needed systems because concentrations were/are only on political powers and  electoral politics. By these mistakes, gradually the political power centers are being empowered continuously. The common person and public of India have become increasingly weakened even though Political independence was joint efforts of and for people of India. Political independence was achieved after slavery of centuries thus social institutes and social education systems should have been formed parallel to the efforts for political independence. These parallel efforts were not made because India had a tendency that everything can be done/changed only by political powers, still India has this tendency. India could not form better systems even in many decades of independence by political power because political powers are strengthen in the cost of common people of India thus common people of India are weakened increasingly. Jai Prakash Narayan led a movement for Total Revolution (known as the JP Movement) but again the same mistakes on the peak of movement were done – political powers as centers of Social changes and Transformations and a movement for Total Revolution was ended with formations of short term central governments. Did those governments transform any change? No. Seeds and visions of a historical mass movement that could lead towards Total Revolution were damaged by historical mistakes and again unaccountable power centres were strengthened. Power centres became more unaccountable for common people. These things have been weakening Democracy in India. Power centres do not feel fear from public and mass pressures, they are being increasingly unaccountable for the common public of India. There is an emerging trend in India- Changes, Transformations, Revolutions all are being done in, with and by Internet. Even though in the virtual world of Internet it seems that too many efforts are occurring to change in India but things are being increasingly worse on ground. Internet is being misused by youth as medium for expressions of their reactions without doing sincere actions on ground. In India it is easy to generate various pseudo power centers by projecting virtual illusions. Thus knowingly or unknowingly these illusions motivate people to move into electoral politics. These moves cannot change systems in India towards social accountability because they do not have bases of self-motivated real masses. India needs decentralization of powers by empowering local civilian councils as policy making bodies and should have higher status than government officers and employees. India needs strong social institutions for policy researches, making and implementations. Things should be done where they are needed, should not be done by projection or plantation of needs or by following others blindly. India needs sincere efforts with long-term vision, sacrifice, unbreakable social commitment and ground understanding.

(It is contradictory that people take oath as we are servants of public of India but they behave as master of public of India and are called Officers and Lords. For example, in some states, District Collectors are being called as JILADHISH, it means owner of district. It is undemocratic and violation of fundamental values of a Democratic Constitution.) 

• Indian Administration Services should be called as Indian Public Facilitation Services. 

(It was called as Indian Civil Services, ICS, and after Independence it was changed to Indian Administration Services, IAS. The term “Civil” is better than “Administration”. But Name was changed to show changes though Basic Characteristics, Rules and Attitudes were not changed. In a valued democracy, Governments and their structures are for public facilitations not to rule on them.) 

• There is a demand in India for ‘Right to Recall’ for public representatives from Parliament, Assemblies, Pachayats etc. There should be another high priority demand for Public Rights on government employees. Public should have direct and open rights to monitor any government employee and should have direct and open rights to dismiss or suspend or punish or remark in character-service book to any direct or indirect government employee or department or structure. Public of India should also have rights for social audit of any government department or structure. 

(In a democracy, Government means representative of people. Because large numbers of people cannot sit to make decisions for each thing, issues, and for routine things thus systems of representations were evolved in history of human society and democratic systems came in existence. Representations does not mean ownership or mastership. Representatives make policies for betterment of people and people provide them assets and money collectively (known as taxes). Government employees can never be masters or owners or superior than common people of a democracy because they are employed by 

people of democracy to serve people thus if people should have rights to call back their representatives then people must have rights to monitor/suspend/ dismiss/others for government employees. In India, there are too many holes in execution and policy making systems those violate Democratic Values like Government officers are superior than Public & Public Representatives.) 

• All National/Regional/Local policies including- Judiciary, Education, Health, Development, Commerce & Finance and Others should be strictly verified by people of India as final and last authority. Local Public Representative Bodies should be final authority to form policy for themselves and government machineries are for execute them. 

(If governments have not capacities/abilities to arrange direct & open systems for verifications then they should not have rights of formations, executions and implementations of policies. India is a country of social and geometric diversities and cannot be understood by reading few lines of text books to qualify examinations to become Administrator and Policy Maker of public of India. Governments represent common people thus they cannot act as rulers and masters of People of India. Because governments make policies and work for welfare of People of India thus People of India should have final rights of verifications of policies. It is commonly said that common people do not know betterment of them and do not understand things. Parliament and Assemblies are highest authorities for policy makings and representatives are elected by common people on behalf of them, if common people can decide their representatives then they should have rights of verifications of works of their representatives. People should have fundamental rights to verify policies, decisions, rules and etc which are being made for them and on behalf of them.) 

• National/State Budgets are finalized by closed & centralized powers without being verified by Local Societies. How can big financial groups, high level secretaries and centralized political powers be Social Accountable without having ground understandings of Local Communities/Societies? How very small groups can decide for millions of time bigger groups without any verification or concern? These nonsocial, non-accountable and non-democratic processes should be changed in public accountable systems. Budget should be verified by Local Social Systems and government machineries should execute the decisions of Local Social Systems. 

(In many decades after Independence, it has been understood that there are big holes in governance systems of India. Things are being worser and moving towards unaccountability increasingly. Thus, policies should be verified by people of India. An open and easy verification structure/system should be formed to get active participations of people of India to empower Democracy to stop violations of fundamental values of Democracy.) 

• All governance systems i.e.- Parliament, Assemblies, Panchayats, Execution Systems, Judiciary Systems etc should be converted into direct-open-public-facility-management systems from centralized-closed controlled-administrative ruling systems and should be made direct accountable to the People of India.

South Bastar (Dantewada), West Bastar (Bijapur) and Narayanpur districts come under Fifth Schedule of the Indian Constitution. This region is one of the most unprivileged areas of India. Most important quality of this region is that- chemical fertilizers were never used in approximate 80% of available agricultural land. It is very rare and important land for Natural Farming, Organic Farming and Environment.

This Region is one of the most heavily naxal-violence-infected areas of India. As the result of conflicts by Naxal and/or government forces, annually averages of hundreds of killings occur. There is serious lack of economic systems in this area even though it is very rich in natural resources. Multi thousands of Tribals can only afford to eat the peal of stems or leaves from trees and boiling in water. They eat MAAD (water of rice), PEZ and are forced to eat this for many days. Sometimes for a few months, they can not get access to any food because in certain years, trees have less products. These communities do not have access to an affordable market.

Hundreds of Thousands Indigenous People have been living in Tents for years due to Government and Naxal conflicts.

The indigenous community of this area can not irrigate their agricultural areas; traditionally they do not do farming and the SANKNI River of the region is highly polluted because of NMDC (National Mineral Development Corporation). This river receives unprocessed waste from NMDC, Andhra Pradesh. The colour of river is an unnatural red and yellow. Neighbour lands are polluted because of dust of SANKNI River. The people need to invest minimum 3000 Rs per acre to clear the dust from their Lands to grow crops. Out of District/ Sub-District Headquarters, more than 95% children are Child Labourers and they are contributing to their family income. The children those are enrolled in primary schools, they do not go schools in the time of forest-products collection period.

The average annual income is only about 1000-3000 Rs per year per family.

Information on this region:

Total population of this region = 8,20,000 (8 Lac) approx.

People live in forests of total population (including dense forest) = 6,00,000 (6 Lac) approx.

People live dense forests = 4,00,000 (4 Lac) approx.

People live in Forest Villages = 90,000 (0.9 Lac) approx.

People live in Un-Surveyed, Non-Documented Villages = 50,000 (0.5 Lac) approx.

Total number of villages = 1650 approx.

Revenue Villages = 1100 approx.

Forest Villages (VAN GRAM) = 300 approx.

Un-surveyed, Non-Documented Villages in Government systems = 250 approx.

Forest Village:

Native villages in forests of tribal people were taken by the Forest & Conservation Departments for Forest Conservation. Van Grams (Forest Villages) are “leased” for 15 years to the tribal people by the Forest Department. Renewal of lease is necessary after 15 years.

Un-Surveyed, Non-Documented Villages:

These villages are not surveyed. These villages are not in Forest Villages or Revenue Villages category. These villages are not in touch with government systems.

Natural Resources:

Main Rivers:

Indravati, Sankini, Dankini, Mighnanchal, Sabri.

Minerals:

Iron, Tin, Corundum, Diamond, Uranium, Lime Stone, Dolomite, Bauxite etc.

Wild Life of this Region:

Tiger, Panther, Wildcat, Cheetal or Spotted Deer, Barking Deer, Samber, Wildpig, Jackal, Langur, Rhesus Macaque, Sloth Bear, Flying Sqirrel, Python, Hyena, Rabbit, Crocodile,Otter and Civet. The various types of birds like Scavenging Birds, Waterbirds, Pheasants etc are seen. The Bastar Hill Mina is the rare species.

Medicinal Plants and Forest Resources:

The Major types of forest in this region are Sal forests, Teak Forests, Mixed forests and Bamboo forests.

The various types of trees found in Bastar forests are Teak, Sal, Sirsa, Bijasal, Kusum, Palas, Mahua, Imli, Tendu, Harra, Kanha, Salai, Achar, Dhowara, Bhulra, Rohni, Amla, Khair, Samar etc. The forests of this region are more than 70% of the total land area, constitute a variable store house of industrial raw material for forest based industries.

The forests are located on comparatively easy terrain and it is one of the rare forest areas in the country where Sal, Teak, and miscellaneous forests naturally occur over extensive areas. Forests of the Bastar are the only area in India where hard wood and bamboo occur together in large quantities.

This region is very rich for Medicinal Plants and Herbs also.

• One Hand Made Cloth Manufacturing Unit.
• Water Harvesting Structures in Villages of Bastar.
• Organic Farming Centers, Bastar Region.
• Women Self Help Groups.
• Community Orphanages for more than 500 Orphans.
• Tree Plantation Unit, Bastar.
• Vocational Training Unit, Bastar.
• Disaster Relief Management Unit.
• And other works to empower Tribal Economy.

In Bihar-

• Gokul University, Aurangabad.
• 60 Beds capacity community hospital, Khagaria.
• 60 Seats capacity Nursing Training Institute Building has been completed under the norms of Government of India.
• Flood Disaster Relief Management Unit.

Till now, we did not get any fund from any type of government or non-government funding agency. We did these works with the support of local community & our individual friends.

Despite the support we have from the community, their economic means are limited. For this project we therefore need further support and contributions from Social Groups, Social Organizations and Sincere/ Sensitive Individuals to establish this Alternative Social University. By taking this path we hope to make a better life for the more than half million (8,00,000) Tribal People, without killing or ruining their Traditional Systems & Knowledge.

The desire to contribute and support this effort is completely based on the Voice of your own Soul, if you feel that you should contribute and support to make life better and peaceful for the Indigenous/Tribal People.
We have started to beg for contribution and support. We are going from village to Village, and town to town asking people for their support.

Current market systems are talking for Entire Economic Development, Social Welfare and Total Development. However, what are  the realities of the current market systems? Human Beings need food, clothes and houses for their basic needs. However, the majority of consumers of current market systems are too busy in virtual wants that they have forgotten from where we are getting things of our basic needs. Humans are now being termed as Consumers. Communities are being termed as big, small, or emerging markets. Consumers can buy food and clothes without having any concern about the identity of the producer. Consumers pay a lot, but not for products; they pay for their virtual satisfactions, virtual wants, and these virtual things, are generated psychologically by inhumane market systems just for their Virtual Capital, i.e. Currency. All these markets, so-called economic boost and so-called developments are only for maximum 10% to 15% of total human mass. And this small percentage can not be increased because this 10% to 15 % of total human mass enjoys Capital generated by other 80% to 85 % of total human mass. This 10% to 15 % can become 20% to 25 % or some little more but it cannot become a larger part of the total human mass.

Current market systems create virtual things to sell, psychologically. They also create virtual developments by diverting our concerns from ground realities of major percentage of total human mass by telling us about so-called developments and so-called economic boosts.

Social Welfare and Social Economy can not be developed by Data Presentation, Statistical Charts, Graphs of Stock Exchanges or by projecting information/documents in various virtual or semi-virtual speedy market information systems.

Without having understandings and meanings of Labour, Production, Economy, Profit, Capital, Currency, Development, Market and Welfare, current systems are trying to control all natural and human assets. Virtual Economic Systems depend on Virtual or Semi Virtual Productions related to profit-making market ideas and information-speed tools. Specifically skilled human robots are producing these tools. These persons get much currency because they are primary human tools of current Virtual Economy Systems; thus, these specifically skilled human robots are the complimentary of inhumane market/ economy systems. These inhumane market/economy systems work for the smaller part of total human mass even though they occupy/capture the largest share of natural and social assets by all hooks and crooks including organized & structural violence. Majority of total human mass of the whole earth does not use these productions.

Majority of human robots are working only for virtual or semi-virtual systems. Only to get some currency to satisfy virtual needs, these human robots follow Virtual Economic Systems having no accountabilities and responsibilities to the society. These virtual or semi-virtual productions are being termed as Capital. By this, current economic systems are proving and are generating concepts that market systems are generating Capital.

It is a matter of open and direct mass discussions that any type of market or economy systems have social or moral rights or not, to use largest share of assets for smallest percentages of total human mass. It is also a matter of direct mass discussions that current virtual productions should be termed as products, or not.

The profit-making ideas, profit-making concepts, profit-making techniques of management and current economic systems can not be praised as Economy Development or Social Welfare or Economy Boost. Only Currency is in base of all these ideas, concepts, techniques, management skills and economic systems thus Currency has become most powerful thing. Currency is trying to control all things of society without any accountability to society.

Currency is not Capital because it does not represent work or labour directly. Currency can represent work or labour virtually. Currency cannot be Capital. However, Virtual Economy Systems are empowering currency as Capital to dismiss fundamental rights of society on human and social assets. Market systems are capturing all social capital by empowering currency. Thus who have currency think that they are generating capital and are working hard. Current market systems create these fallacies by virtualization of social capital by killing social accountability.

Society is direct owner of all capital/assets. Various inhumane power centers as political power centers, market power centers, and other power centers damaged Social Ownership to get control over society. Inhumane market/economy systems and unsocial power centers establish many rules, definitions and laws with organized violence to get control over society.

To remove inhuman systems from society, to form a better Earth to live for all human, all of us should work to establish Society Owned Systems. Social Groups, Social Organizations and individuals will be trustees of Social Systems under Direct Social Ownership.
